  The license plate issue could be even more punitive how does this get to just be tossed on as a amendment at the last minute? I see plenty of legal issues. This is a driving target. Also wouldn’t this ban you from ever renting a car as the companies could not comply so you would be in violation. This has gotten so out of Hand.

    I typed out 5 different responses to this, then deleted them all. Common sense has totally gone it the window. This is an attack, this is hatred, this is obviously punishment. It attitude astounds me that anyone would actually think this is a good idea. If she wrote the proposal on this, backed it, and pushed for it to become law. Then who can be held responsible for the attacks on property, or persons when you put a huge mobile bullseye on a person’s car?

  Off all the crap bills these so called elected officials continue to pile on registered citizens, this one genuinely scares me. Funny how ol Lauren waits til the literal last second to add the license plate bill before it moves through. She’s probably hoping no one will bother to notice and quietly vote it through. As a wife and mother, I am truly concerned for my husband’s and son’s safety, as well as my own. I will be emailing our representatives today!

  I can assure you of this. I will never comply with this. If they think I’m making my children drive a car that would be a rolling target for vigilantes. Can you imagine the harm it would cause my teenage children who drive to high school? And Lauren Book says she protecting children. This woman had lost her FN mind. Plus I’d probely be fired ina week after my co workers started complaining abiut this. How could you possibly lease or rest a car. I’m mean this water is getting awful muddy. I domt know how in the hell this will ever pass.

    That is a great point. Sex offenders will just sell their cars and rent them. How do you make a rental car company change the plate? Better yet, sex offenders will just re-title their cars into someone else’s name and then “rent” them from them for limited periods.

  I’m not sure what concerns me more, a vigilante lawmaker who has gone off the rails or a legislature that entertains such nonsense. This is clearly endangers not just registered citizens but the general public as well. I cannot imagine such nonsense passing a legal challenge. Moreover, I’m wondering if adding this last-minute amendment is something Book can be brought to court on?
  Her strategy is clearly to wait till everyone has kind of voted yes on red lettering and then bootstrap something truly insane. And the soft-willed legislature will just vote yes because they don’t want to expend the effort to debate and amend all over again.

    It’s interesting that lawmakers can suggest and vote on laws that target a specific group who don’t have the right to vote themselves making them defenseless against the passage of the laws in the country they live in.

      Dear sirs & Madams,
      Please oppose the above mentioned sections of two bills before you and vote YES for Senator DiCeglie’s amendment to SB 1252 that removes the red lettering language, and vote NO for Senator Book’s amendment that includes the red lettering and adds fluorescent green license plates.

      Problematic Points:

      Lauren Book’s amendments will have registrants along with their spouse or significant other, teenage sons and daughters, and others driving with a target on their backs for vigilantes to come after in a way that this country has never seen before.
Lauren Book’s red lettering on the driver’s licenses has been declared unconstitutional in the Louisiana and Alabama court cases.
The analysis for SB 1252 included information about the rulings for the Louisiana and Alabama court cases that determined the colored markings on driver’s licenses are unconstitutional, but the analysis for HB 1085 continues to exclude it. Why?
There are currently two court cases, one in the Northern District of Florida and the other in the Southern District, challenging the markings on the driver’s licenses for registrants. If passed into law, the red lettering and 24-hour reporting for vacation rentals will only give the plaintiffs more evidence that the registry laws in Florida are punitive and therefore unconstitutional.
Attorneys are prepared to file a lawsuit, along with an injunction, if the red lettering on the licenses becomes law. People are uniting throughout the state of Florida to fight the possible passage of this unconstitutional law.
It is the responsibility of the Florida Legislators to ensure that all laws passed in this state are constitutional. The citizens of Florida should not be the ones having to file costly lawsuits to make sure that all laws are constitutional. Legislators, do the job that you were elected to do.

        The analysis for HB 833 has REMOVED the warnings from the FDLE: FDLE recommends the bill does not amend the definition of “temporary residence” for people on the sex offense registry; the 24-hour reporting of stays at vacation rentals for registrants could seriously impact Florida’s registration laws for people on the registry causing courts to rule that the Florida registry is punitive; the 24-hour reporting could create a burden on Florida sheriffs’ offices; FDLE has warned of possible significant litigation if the 24-hour reporting is left in HB 833. All of these warnings have been in the previous analyses but have been taken out of the current analysis. Why?
        Finally, I would point out that in a state where so many people profess to follow Jesus Christ it behooves everyone to follow His very clear mandate in Matthew 7:12 which says,

        “In everything, therefore, treat people the same way you want them to treat you, for this is the Law and the Prophets."

  And I think her dad [moderated] should get red license plates so people on the road should know there is a drunk driver near them, since we are going it’s for public safety. All this is about is for the state to make more money, as the licenses we will have to spend our money to get the new ones and then pay more money to get the new plates and I’m sure visit out registration place to pay to tell them we got new plates and licenses

    Now that makes some semblance of sense. Especially if you have multiple DUIs. I’d ensure I avoid that vehicle as much as possible. Pretty sure drunk driving deaths/injuries represent a greater threat to public safety…………

      If Ron lived in Ohio where a yellow specialty plate is available to those who are on their DUI registry, then if he was required to register there because of his history, you bet he’d have one on each of his vehicles.

      This is the scary part, no one in Ohio has challenged it as compelled speech. If FLA passes it into law, I’d hope someone would challenge the new law as compelled speech as well.

      But what would be better, sadly, is if someone now recommends they institute a similar DUI registry and plate combination in FLA where Ron would have to then be party to for obvious reasons. Turn about is fair play even if it isn’t a play people want in the first place.

        I’ve seen a few of these “party plates” when I lived there.

        Incidentally, the Ohio DUI plates are yellow, and Lauren’s Kid’s specialty plates have a swath of yellow. Hm.

  Lauren Book is one crazy woman. But I think what she is doing is a negotiating tactic. She is asking for something above and beyond what she knows the majority of her colleagues will not pass in the hopes that they will pass the “red letter” law as a compromise to appease her rants. At least, I hope that is the case. Still, it is deeply disturbing how the legislators attempt to hide and omit information to get these laws passed.

    That’s one of the most insightful things I’ve read in a long time. I think you’re absolutely spot on and it makes most sense given the total nonsense of a florescent license plate gimmick. And it comes last minute when she sees some opposition to red lettering. No way this legislature votes no to BOTH amendments so they take the path of least resistance. [Moderated]

    I think this also demonstrates something which we have always presumed to be true, that Lauren Book, while not being the representative to introduce these bills, is the impetus behind having these absurd provisions inserted into otherwise positive pieces of legislation in order to further her agenda of destroying the lives of individuals that she blames is the reason for her own abuse.

    Also, I do not for a second condone what happened to Lauren Book – although what happened to her was primarily a result of her father’s own negligence – but I am sure that tomorrow she will use the “i am a child victim of sexual abuse” mantra to gain the sympathy of her colleagues as she speaks in support of her ridiculously punitive amendments.

      I don’t think she us very influential. Book tried the same tactic to try to stop the abortion bans and it flopped miserably. The state has a lot of prejudice against Persons Forced to Register with or without the Books.

  Here is some of what I wrote each senator:

  I consider the language requiring Red Lettering on drivers licenses to be a “Scarlet Letter” placed on registrants. It has no additional value except to target and embarrass those required to register. There is already an identifier on driver’s licenses in black. If pulled over or questioned by a police officer, they have full access to your records. There is no need for this part of the law. Several lawsuits have been filed across the country that have determined this is unconstitutional. This is a punitive measure that is just intended to make registrants’ lives more difficult.

  Even more appalling is the addition of a fluorescent green license plate for offenders. I can only imagine how bad vigilantism will be. Not only will cars and homes be easy targets for vandalism and other threats, the safety of sex offenders and their families are at risk. Imagine the deranged individual who sees a registrant driving a car with the new green license plate. He follows that registrant home and proceeds to attack him and his family. If this amendment passes, blood will be on your hands. This amendment does nothing to protect anyone. It’s a punitive measure to continue to degrade sex offenders and make their lives more difficult. Not only that…this is a measure that portends danger. Someone will get hurt because of this amendment and that’s a sad truth.

  [Note: The Moderator recommends that Members follow Tim’s example and contact each senator. At the same time, however, remember that past FAC Calls to Action have cautioned against the use of language such as “blood will be on your hands,” which, while maybe true, has a tendency to cause lawmakers to push back on us.

    Tim, I appreciate your reaching out to our Senators. On a side note, no one on the list is a sex offender. That implies people are still offending. A person may be a registrant, or person or citizen forced to register. We certainly are registered families. I may be a bit of stickler for this, so please do not take offense, but we can not buy into their branding. Let’s keep up the hard work of continuing this fight.

  Done. Every individual listed has been emailed, and Senator Book was sent one with a more personalized message included, all respectful, begging for a broader, non-biased look at what is being proposed here.

  I have enough anxiety working as a freelance event worker, wondering if I’ll be denied entry to a venue I’m working or if security will kick me out and or ban me.

  Oh and also people in my industry, some I barely know, who are horrible individuals, and have made a name for themselves that everyone in the industry knows, apparently in a jealous rage to bring others down, sit at home and google other freelancers/techs and of course for me, there’s an instant jackpot that’s easily found, and then outed me on social media groups.

  I’ve been very fortunate that for the most part, my business has been unaffected, but there are now some “poisoned pills” as I call them, out there and have already encountered one that told me not to ever address them again. Didn’t bother to ask any questions or find out what my very ridiculous story was of how I’ve ended up in this cluster.

  So yeah, let’s add even more stress and anxiety to people who are not re-offending, minding their own business, contributing to society, paying takes, supporting the economy, by introducing more sanctions and chances for severe harm and damage to their livelihood and property.

  Not to mention the taxpayer burden when policy response activity goes up on vandalized vehicles, plus the taxpayer expense of printing new licenses AND tags. Then insurance claims to fix/replace vandalized vehicles that will likely drive up premium costs and eventually could even lead to cancelations of our policies altogether. All the while, no one is any safer in the end.

  Oh, looks like I picked a good time to move to Georgia. I will give you folks a little heads up. When you move, if the LA is saying that they don’t have to remove your Internet information and that they will not. The only thing you can say, is that those Internet identifiers are “in active“ which means that you’re not using them anymore. At least that’s what the somewhat less than competent if the LA person told me the other day. Of course, he also said that they don’t send out any information regarding these Internet, identifiers to anyone, image of the point of kind of denying that they give them to people like Facebook upon request every week. Of course, we know that to be faults as typically it takes Facebook about three or four days to figure out who you are. Georgia does not collect Internet identifier information, but, this guy kind of implied that you would have some kind of liability if you said that you’re not using those in the fires, even though you’re not required to maintain any kind of registration in Florida. One other thing. Even though I gave Florida the address where I was going to be residing for a couple of months in Georgia, all they put on the , Florida website was the county name. I am currently gathering my court documents so that I can petition to be removed from the registry in Georgia. What that may mean is that the only thing on the Florida registry will be an old entry saying that I’m somewhere in a county where I’m actually no longer residing. After Georgia, my next mission will obviously be to tell the feds that it’s been 25 years come 2025 and that they need to remove me from their little SORNA and issue me a passport without any special markings on it. I’m not holding my breath, but who knows?

    I have teenage kids who drive my cars. It’s not ok if one of them get shot to death and neither is it ok for a person driving any vehicle with a similarly colored tag to be shot to death. That’s a terribly irresponsible comment. I know you have. Every reason to hate that woman after what they did to you. But there are literally teenage children’s lives that will put in harms way. None of this is OK.

  This woman, with her a vigilante idea(s), is going to give an account to God for the seemingly clear victims that she is going to create in trying to get this passed. This law is going to get someone on the registry killed. She is a victim of sexual assault. I don’t think her or her dad can see clearly to suggest or pass any constitutional law because of the retribution they want to continually invoke. She couldn’t see clearly on how to speak up when the years of abuse happened. Her father couldn’t see clearly when the years of abuse was happening. So how are they all of a sudden able to see clearly in suggesting and passing any kind of Constitutional law that is equal, just, fair, balanced, of sound mind? I’m sorry Lauren that you became a victim. But you can’t see clearly on this subject. You should recuse yourself from these types of laws. Jurors get removed all the time because of these same concerns. You should removed too. Out of pity for Lauren, legislators will probably just vote yes.

  I can see a lot of issues with this. Cars and homes now being easily targeted by vigilantes. Green plate you already know who they are. Are insurance carriers going to insure us. At what rate? If at all. Spouses, children, friends who have access to our cars. Can Florida be responsible, for any act of violence or possibly death? I can see Florida opening up an entire can of worms of possible lawsuits.

  This woman, with her a vigilante idea(s), is going to give an account to God for the seemingly clear victims that she is going to create in trying to get this passed. This law is going to get someone on the registry killed. She is a victim of sexual assault. I don’t think her or her dad can see clearly to suggest or pass any constitutional law because of the retribution they want to continually invoke. She couldn’t see clearly on how to speak up when the years of abuse happened. Her father couldn’t see clearly when the years of abuse was happening. So how are they all of a sudden able to see clearly in suggesting and passing any kind of Constitutional law that is equal, just, fair, balanced, of sound mind? I’m sorry Lauren that you became a victim. But you can’t see clearly on this subject. You should recuse yourself from these types of laws. Jurors get removed all the time because of these same concerns. You should be removed too. Out of pity for Lauren, legislators will probably just vote yes.

This is just a theatrical stunt from Lauren Book to maintain her status as a Carreer Celebrity Victim in Tallahassee. Unfortunately, theatrical stunts equals governance in our toxic nation and state at this point. It’s all one big subterfuge to distract people from the many real problems they face on a daily basis.   What concern me is we were getting auto generated emails since they were overwhelmed with responses for the first amendment and heard our frustration. Now Sen. Book try’s to sneak this tag law at the 11th hour. If a license plate already says predator on it is that not the least restrictive means? I guess we carry the government message as well more pro dominantly now.

    You’re thinking is right on point. The least restrictive means would be to use a unique combination of letters and numbers on the license plate that only the police are aware of. But Book’s amendment is not designed to protect the public or help the police. She’s only interested in her personal vendetta against all people required to register, no matter how minor the offense or how long ago it happened, because of her own tragic life circumstances. Lauren Book is a complete hypocrite who claims to support civil rights when she herself hurls a flame thrower at the Constitution, but she cannot see it due to the deep pain she feels. Vengeance won’t bring you the healing you need, Senator Book. Forgiveness will.

      RM a unique combination of letter and numbers only known by law enforcement would be just as bad or worse here’s why Law Enforcement would see said letter number combination and could then fabricate any reason to stop the vehicle without a actual violation being committed say just because you had your minor child in the car with you secondly you said known only to law enforcement we have law enforcement officials who love to be in front of the news cameras you know who I’m talking about how long do you think it will be before it is a leak to the media.   Both The Red Lettering and even more so The Green License plate are both Uncontitutional. The Green License PLate is in direct violation of Wooley V Maynard SCOTUS. This case the Plantiff Sued the state because they forced him to carry the states message, “Live Free or Die” on the License plate. https://en.wikipedia.org/wiki/Wooley_v._Maynard. Perhaps when our estteemed legislators try and pass this stuff that is in Direct Violation of the contstitution and has been long settled case law they get personally sued they may take a different look at what they are passing.       Look up the Woolley v Maynard case SCOTUS. NH had the state motto live free or die and Woolley challenged it say it was compelled speech. Freedom of Speech is not only the right to speak but the right not to speak. The state couldn’t force him to carry their speech

  I don’t think Book’s Amendment on the license plates will pass. But the red lettering on the drivers licensees has a chance. I definitely have been doing my part to contact these politicians throughout this process. Some of them oppose it, but honestly most of them are thinking about how their future election opponents would use their no votes on this against them (possibly quite effectively) in a future election and they’re too scared to go against the grain on this. So sending in our feedback would give them a basis and encouragement to do what is right here.

  Makes no logical sense. If the driver in front of you is a 3 time DUI offender, Drug dealer, car jacker or home invader, it might make sense to stay away from them for your safety.

  But a sex offender poses no danger to anyone in their car, as they are more concerned with obeying the laws of the road so as not to be pulled over and harassed and fined by law enforcement.

  Wouldn’t it make more sense to give them the bright fluorescing license plate to alert the public?

  So, what happens if a sex offender rents a car? Will car rental businesses be required to affix special fluorescent green tags to these vehicles. I wonder if these businesses would oppose this legislation because of the concern that their vehicles might be vandalized or damaged by angry overzealous citizens who hate sex offenders in their community.

    Kyle, just a gentle reminder your loved one or whomever it is is not a sex offender. They are a person who is forced to register (pfr) or a registrant or registered citizen. And I will add we are Registered Families as well. We need to get out of the habit of using a label the government assigned someone. If anyone finds themselves writing or saying that term, please try to remind your self not to.

    And my guess is there would be no renting a car. Rental companies would flat out say no. Won’t rent to you.

  For what it is worth, I sent a statement that included screenshots of various green license plates from across the US, including a few from Florida.

  I emphasized that vigilantes would simply see a green tag and assume the driver is on the registry and shoot at the vehicle. Some of Florida’s commercial vehicle tags are in green, along with some environmental tags and the University of Southern Florida.

  One legislative aide did respond and said they would have it added to their record. I hope that at least stops the car tag idea.

  Obviously the FloriDUH legislators could not care any less about us but when someone not on the government blacklist gets shot for having a green tag, they will be responsible for that death.

  I have a few, probably stupid, questions.

  Assuming for a horrible moment that red lettering bill passes the senate, I know it would go to DeSantis for approval, then take effect on…some date. Would we all have to go get our Scarlet Letters and then wait for an injunction to take effect, the courts to decide it’s unconstitutional, etc? I guess my question is, how fast could we halt it for the courts to take action? I’m not positive, but I think our internet identifiers were out there for the world to see while the courts were deciding.

  Also, regarding the license plates, it seems there’s usually a House and Senate version of each bill. What is the next step if this monstrosity passes the Senate, since I don’t believe there’s a house version.

    Not an attorney, but a motion for temporary injunction, if granted, would stop the enforcement of the law until the court makes a final decision on the ensuing complaint alleging the constitutional violation. The standard is high for an injunction, meaning that one has to prove irreparable harm, a likelihood that a constitutional challenge would succeed, no remedy of law, and that the injunction would serve public interest. Additionally, a facial challenge of the law would mean that there are NO circumstances in which the “red letter” law would be constitutional; another high bar considering that the Alabama and Louisiana cases declared the “red letter” law as it applied to the circumstances of those specific petitioners/defendants; and not that it was facially unconstitutional. Although, to avoid further lawsuits, I believe that Alabama amended their “red letter” law.

In LA registrants had in bright Orange letters “Sex Offender” You can also perform the severability doctrine, does removing one section of the law invalidate all of it. In this case no you simply strike Section 19 as unconstitutional and leave the bill intact.

      Secondly the question is does free speech only address the Freedom to speak or also include the right not to speak Board of Ed V Barnette 319 US 624,633-634, 63 S.CT 1178, 1182-1183 87L.Ed 1628 1943 and also Wooley V Maynard 430 US 705,714,97 S.Ct 1428, 1435, 51 L.Ed.2d(1977)

        In Alabama they had branded in BOLD Red Letters “Criminal Sex Offender” Look to Wooley V Maynard again. The four part test, 1. Speech, 2. To which the plantiff objects, 3 that is compelled and 4 is readliy associated with the plantiff. Cressman V Thompson 10th Circut 2015. Basically after applying the test the “Criminal Sex Offender” in Bold Red Letters was not conisdered the least restrictive method.

        Part 1: First, just as the Court in Wooley “had no trouble” finding that “Live Free or Die” was speech, neither does this court have trouble finding that “CRIMINAL SEX OFFENDER” is speech.

        Part 2: The Plantiffs all disagree with the CSO on their license
        Part 3: Plaintiffs are compelled to display the offensive message
        Part 4: the message on the branded IDs is “readily associated” with Plaintiffs.

        Alabama has not adopted the least restrictive means of achieving that interest. By using “CRIMINAL SEX OFFENDER” instead of a single letter, the State goes beyond what is necessary to achieve its asserted interest. Both the Secretary of the Alabama Law Enforcement Agency and the Director of the Alabama Department of Public Safety agree that the State could use a single letter to designate sex offenders.

  I wrote a shame-on-you message to all House Reps saying thanks for putting friends, family, and loved ones at risk. (I can post my letter if anyone’s interested in reading it.) I especially included a note saying that LB says she wants to keep kids safe, but only the kids she likes. There’s so much to say but if you send too long of a message, it’s guaranteed to not be read. I included a big “thank you” to the reps who voted against the bill. One rep, Anna Eskamani, replied, “Keep the pressure on, hopefully there is a way to get this amended in the final days of session.”

  I’m realizing how little I know about the intricacies of this process, but I’ve been thinking…. What happens if they keep putting it at the end of the next day’s schedule, day after day, and just never get around to it? Is this a thing that sometimes happens? A delaying tactic? Or do they stay in session until everything has been decided?

      The ACLU has been very involved and successful in Michigan with fighting that state with SO issues. Maybe they can help here in Florida as well.

      DeCeglie’s bill, as amended by DeCeglie, is good. He sat in committee when our volunteers spoke and took action with a good floor amendment.

      Book’s floor amendment would undermine DeCeglie’s amendment by restoring the language that DeCeglie proposes to delete from the bill.

      Please THANK DeCeglie and encourage him to oppose Book’s amendment.

  Book wants to put Sexual Predator in red letters to all DL, including those from offenders [Moderator’s note: Where does she say that?]. – How can anyone conduct business with that on there ? She wants fluorescent green plates on all vehicles and a 3rd degree felony if you cover the plate at work or something. This is too crazy and irresponsible. It can NOT pass. It will completely destroy thousands of families and put them in extreme danger.
  It’s like when the Nazi’s tattooed the Star of David on Jews back in Hitler’s old concentration camps.
  The state can run the registry, but they have to responsible and protect those families on it.

  Florida Statues says if your license plate is stolen they have to replace it for free, as long has you have a police report. I wonder how many times mine will get stolen. I will just have to make my own sign with my license plate number on it.

    What needs to be conveyed is that any rehabilitation relies on a strong support system. Now we are punishing the support system that helps get people back to a productive member of society. The vigilante aspect is very true but this is the key.

    I suggest that WE ALL go to every representative and senator! This legislation is a target to any sex offender who is trying to make a life in today’s world. Our voices need to be heard! Now that the new permit-less gun carry law has passed, I feel that ALL of us are targets!! Truly, we need to stand up for whatever rights we have. I know I’m not giving up but we need to all make a stand for the little bit of right we do have!

  The last Senate floor action for SB 1252 amendment 857106 (green license plate) is that the amendment was withdrawn on 4/30/2023. I’m not an expert on this. Does “withdrawn” mean that it’s no longer going to be added to the bill?
