Table added to track Florida’s 2021 Bills
We recently updated the table on our website with the Bills currently being considered by the 2021 Florida Legislature that impact persons required to register. You can access this table from the header on our website labeled “2021 Legislation” that will lead you to this page: https://floridaactioncommittee.org/2021-legislation/
Thank you to the volunteer for our Legislative Committee who put this together for us.
We will continue to update you as they pass through (or fail to pass through) the legislative process.
Can’t FL just put a sign at all the borders and ports of entry that says “FU – Go away?” I mean CS/SB 219 and 522 could be a real issue if say your flight got canceled due to weather and now you’re stuck in FL. Is “Vacation Rentals” a specific type of lodging and not just a hotel? Seems to me they’d be one in the same.
And I also like SJR 854… basically creating a new slave class. Excellent work folks of FL in the legislature…

GREAT JOB FAC LEGISLATIVE COMMITTEE
Thanks to all who made this table possible and available to us. Is anyone working to Dox the persons and businesses opposed to our cause and interests. Names, photos, business affiliations etc. so that we can all recognize and be aware of who and what the opposition is? Realizing that all that information is publicly available, it would still be convienent to have it all in one location. It would be helpful to know where not to spend our money and whom to approach to express our concerns.
This week shows no committee meetings so legislators are in a filing frenzy to beat the supposed 2/26 deadline. So far 173 bills have been filed bringing the total to 2,566.
A new Book bill [SB 96 – Child Welfare] was just filed 2/23, but was immediately referred to CFE Affairs committee on 2/24. Book is the chair of CFE.
https://flsenate.gov/Session/Bill/2021/96
The bill makes bestiality and/or possession of bestiality photos, videos, etc. a 3rd degree felony. This was previously a 1st degree misdemeanor. Using a child in this manner is a 2nd degree felony.
Be careful in the tracking. We have a member tracking bills regarding citizens required to register and while looking to see which room the hearing was to be in I saw that something was changed at 1:15 AM that morning and asked when something like the occurs shouldn’t the public be given the required 24 hours notice.
Book’s CFE Affairs committee will convene on Tuesday March 2, 2021 from 4:00-6:00 P.M. to take up SB 932 [Minor Time-sharing] & SB 96 [Child Welfare].
Eight new bills of concern have been filed and will appear on the updated Bill Table:
HJR 1485 Minimum Wage Rate
SB 1462 Lewd or Lascivious Exhibition
SB 1534 Sexual Battery
SB 96 Child Welfare
SB 1646 Background Screening; RELATED BILL HB 1331
SB 1784 Lewd Adult Battery
HB 1397 Lewd or Lascivious Acts with Minors
Withdrawn
HB 395 Reductions of Criminal Sentences
Total number of bills filed is up to 2,806 as of 2/26/2021

Thanks to Duval FAC Member for the catch.
Look for a call to action tomorrow.
Thank you Duval member and Legislative Committee.
CFE Committee has adjourned.
SB 96 Child Welfare reported favorably with no opposition 8-0. Next stop Appropriations Committee.
SB 932 Minor Time-Sharing opposed with 24 cards, mostly female, swayed one member, but the bill reported favorably 7-1. Next stop Criminal Justice Committee.
We will need a call to action.

FDLE recommended amendment [adopted] changes “registrant” to “parent.”
Bill sponsor stated his intent is to “protect the children” and not to deny custody to a parent, yet the bill is phrased to do just that.
Troubling bills continue to advance:
CS/SB 234 Registration of Sexual Predators and Sexual Offenders 3/5/2021 Senate – Placed on Calendar, on 2nd reading
SB 932 Minor Time-sharing for Registered Sexual Offenders and Sexual Predators 3/5/2021 Senate – Now in Criminal Justice
SB 1784 Lewd Adult Battery 3/4/2021 Senate – Referred to Criminal Justice
Bill updates
SB 522 Vacation Rentals
3/8/2021 Senate – On Committee agenda– Appropriations, 03/11/21, 11:30 am, 412 Knott Building
HB 193 Sexual Offender Registration
3/8/2021 House – Favorable by Justice Appropriations Subcommittee
So House Appropriations yesterday approved new def of Day & we didn’t oppose?
We need more help in the Legislative department.
We have very limited resources.
Grateful we at least have a volunteer legislation tracker to keep us on our toes.
Many times the committee meeting times and places are announced with little notice [2-3 days or over a weekend]. If we had the funds we could station a team of non-registrants in Tallahassee for the entire legislative session. But, alas we don’t.

HB 219 3/22/2021 House – TEMPORARILY POSTPONED by Ways & Means Committee – No reason given
SB 522 still not on Rules Committee agenda.
Companion HB 219 still listed as “Temporarily Postponed” by Ways & Means Committee. Currently, there are no W&M meetings scheduled.
The last committee for HB 219 is Commerce. HB 219 is not on their agenda for the 3/24/2021 meeting.
You should take SB 1534 off the list. It’s related to providing free contraception to sexual battery (rape) victims. Even though it’s a Laura Book bill, it has nothing to do with making life harder for former offenders.
You should read the summary in the table for this bill.
You should read the entire bill.
