OPPAGA interviews FAC board members
Florida’s Office of Program Policy Analysis and Government Accountability (OPPAGA) is preparing for its 2024 Sex Offender Registration and Monitoring Triennial Review. OPPAGA is a research arm of the Florida Legislature which supports the legislature by providing data, evaluative research, and objective analyses that assist legislative budget and policy deliberations.
In preparations for their 2024 Triennial Review, OPPAGA reached out to Florida Action Committee for input. Two of FAC’s board members participated in a Zoom call on September 24, 2024, with OPPAGA analysts.
For the 2021 Triennial Review, FAC President Gail Colletta was interviewed by OPPAGA. Ms. Colletta spent time with their analysts sharing a wealth of information with them, but OPPAGA chose not to use any of it. Why, we do not know, as the group appeared to be interested in what Ms. Colletta had to say.

We are hoping this year that OPPAGA will be evaluating research and providing objective analyses to the Florida Legislature. This 2024 Triennial Review should come out some time before the end of the year.

Its not often you get fair and balanced information reported and used by any agency these days.
I thought at one point in my life that this registry would change because of its blantly obvious problems. But I guess it’s easy to over look that when 1. Most people just don’t care. 2. Self governing agencies do as they feel with no consequences. Common sence, actual facts and data, dont ever seem too over ride fear based clickbait. I don’t know a thing about OPPAGGA. But Iv lost hope of anything fair and balanced being reported back to anyone these days.
I wish the data sent to OPPAGA members would have made one additional point about technical violations. When a registrant could be in violation for failing to update certain information and might wish to update the information a penalty for this is not only just severe, but it is applied in many cases even if the registrant seeks to correct the problem as soon as they might realize that something was not properly updated or maybe lost track of time and missed a check-in date. The aggressiveness of law enforcement to arrest individuals that are attempting to correct a violation on their own volition encourages the registrant to ‘abscond’ instead which then defeats a stated purpose of the registry, to know where the registrant is. Applying a penalty to someone trying to make a correction on their own volition is therefore contrary to any possible public benefit. Therefore in these cases while there shouldn’t even be a penalty, if there is to be a penalty at all, it should at most be a financial one, similar to say a speeding ticket. There is obviously a difference between someone trying to ‘do the right thing’ and someone who is intentionally trying to violate their registration requirements and the former is where there needs to be much leeway given to the registrant.
Unfortunately, OPPAGA limited our board members as to what could be discussed. There are so many other topics that we would liked to have covered but were not allowed to do so.
Given that FAC was “not allowed” to bring up other topics, it’s patently obvious the state really is not interested in our position.
Earlier this year, the sheriff’s office came to my house to do their “compliance check” and noticed my step dad’s license plate was incorrect due to him renewing it and not telling me. I went that instance and corrected my info at the sheriff’s department. 2 weeks later they put out a warrant for me. I hire private counsel and ultimately got a time served plea. No jail no probation. This entire thing is F’ing nuts. I work, come home and support my family, nothing more. I look forward to the day when the legislation and justice system crumbles to it’s knees. I will celebrate that moment forever.

Governmental accountability. Sounds like this OPPAGA is a bit of a data resource to legislation and is as blind as the accountability of the legislative institution that it serves. I’m sure many can see the confusion and the impact in this study. One could say more of a self centered study.
Since the registry is all about public safety where is the fair practices and measures, One wonders if government is blind in many ways with much of this internet catch trappment. Truth is still truth and proof is still proof and the confusion in the action that the registry has taken which is more of an abomination than a service call of safety means and measures.
Disregarding true liberty and justice for all is bit callous for any American government system.

Trump campaign spokesman Steven Cheung called the brief “falsehood-ridden” and “unconstitutional” and repeated oft-stated allegations that Smith and Democrats were “hell-bent on weaponizing the Justice Department in an attempt to cling to power.” Trump, in a separate post on his Truth Social platform, said the case would end with his “complete victory.”
Ok fine the Supreme Court is ignoring it right now.
Why? Follow the money in my opinion.

How is it possible the meeting with OPPAGGA was so controlled and closed minded? No chance of progress. No chance of presenting facts. That’s terrible.

The 2018 Office of Policy Analysis and Government Accountability report looks enigmatic for Members and surfers. The report’s tone and concept suggest that the government is offering accountability for tracking and monitoring a mutant non-human species. The Office has one objective: to collect data. Florida Action Committee should note that this entity is a closed garden. The committee can take data into the garden, but nothing gets exchanged by the agency, which is not equitable. Unfortunately, the 2021 report is a cold link.
