CT: Committee Considers Sex Offender Registry Changes
A subcommittee of the state Sentencing Commission is working to create a process to allow certain individuals to be removed from the public sex offender registry.
After at least two attempts to reshape the law regarding people who have committed sex offenses, the General Assembly’s Incarceration and Collateral Consequences of Criminal Conviction Subcommittee will hear a presentation Thursday on two narrow proposals to create a path for people to get off the registry.
The proposals are in their infancy and likely will be altered several times before they go before the entire commission, said Alex Tsarkov, executive director of the Sentencing Commission. “We’ve been trying to do this for a very long time. It’s a tough topic to work with.”

Ya don’t say… and notice how they’re showing all their cards with that admission? Never believe their claims they intend to “balance” the so-called need for safety with offender’s rights. It’s a garbage ploy because they have zero intentions of ever altering it in a way that would jeopardize their jobs.
That’s why change is going at a snail’s pace.
registrants would be allowed to petition the Superior Court to be removed from the public registry after 10 years.
But…. Connecticut IS only 10 yrs unless the victim is under 13 or the offender has multiple sex offenses. So…. I’m confused.
This is like clemency, pardons and other similar actions, it is a good first step but getting a positive outcome is sometimes a miracle and a prayer away from disappointment.
Hopefully they won’t do a blanket statement saying “Only for low level offenses”. Anyone who has gone 15, 20 even 30 years years from their crime and not re-offended is most likely moved past re-offending. I fear though they will only start with the most simple cases like peeing in public.
Like I said though, it is a start, let’s see what happens and who follows suit. I think a lot of cities, counties and states want to be free from this burden, they are just afraid to make the first step. Otherwise we will be held down forever.
Sure wish FLORADUH would form a committee like this to study how EVIL and HARMFUL their USELESS Draconian laws are !!!. My crime was in 2003 !! I met a Chick in a BAR with a Fake ID, She was buying Alcohol, Driving, Acting as a 21 year old !! Only to find out after 1 ENCOUNTER (That She Instigated) that she was 15, 10 Days away from 16 !!!!. She wasn’t a Tiny dainty 125lb female either !! She was GROWN, The JUDGE, STATES ATTORNEY, MY LAWYER, AND EVERYONE IN THE COURT ROOM thought she was 21 or older !!!. AND she even ADMITTED TO HAVING A FAKE ID, But that didn’t help me at all !! Because if FLORADUH You can’t use a “LIE” as a Defence !!!!!!!. The Club thought she was 21, The Bartender thought she was 21, The Store Clerk’s thought she was 21 when selling her Cigs and Alcohol !?!?!. EVERYONE THAT SAW HER THOUGHT SHE WAS 21 !!!!!!!. But it didn’t help me !!!!!. Sad thing is, I DON’T GO TO CLUBS OR BARS !! I DON’T EVEN DRINK ALCOHOL !! I went with “Friends” after being Begged for several hours to go !!. And BAM, Here I am 18 years later ! Only a Shell of who I used to be !!!. I’ve been BEAT DOWN and I’m OUT OF GAS !!!!. I don’t leave my house for fear of either getting KILLED by some (Really) crazy person or catching a charge because I Drove past some place that has INVISIBLE BOUNDARY LINES where I’m Not ALLOWED to be !!!!. I had a Great Business when this happened, I had TONS of friends (so I thought), I had Toys and did something fun every weekend that I wasn’t working !!. I had a LIFE !!, Then my world fell COMPLETELY APART !! I LOST EVERYTHING !! Probation FORCED ME to Notify EVERY POTENTIAL CUSTOMER of my “Status”, So guess what, Yep, My Business went under in just a couple months !!!. I had a Home that was PAID FOR, But needed CASH MONEY to pay my Lawyers (2 years of fighting and $160K) and survive !! My NASTY EVIL MAN HATING female Probation Officer didn’t like the “Conditions of my probation” and violated me 5 TIMES in 4 years !! I beat 4 VOPs but She didn’t like that my conviction was ADJUACATION WITHHELD !! And PROMISED ME that she would do EVERYTHING IN HER POWER to get me PUT IN PRISON AND CONVICTED AS A FELON !!!. And she DID get me convicted !!! I had serious health issues that required lots of “Pain” medication, Well when you get VIOLATED and put IN JAIL, The Jail doesn’t GIVE YOU YOUR MEDICATION !!!!!!. SO, You SUFFER in jail, And go through the SAME WITHDRAWALS as someone on Heroin !!!!. So, Even though I don’t remember ANYTHING about my court hearing, Because I was in a wheelchair SICK AS A DOG, I was CONVICTED AS A FELON because I didn’t answer my Door when my P.O. knocked at 2am !!! And she KNEW I used medication to SLEEP !!!!. And YES, I tried (begged) for another PO, But There wasn’t another one available to cover my area!! . Bottom line is, IF I would have known the REAL AGE of “My Victim”, I would of NEVER EVEN SPOKE TO HER !!!!. And it’s KILLING ME INSIDE because EVERYONE THAT MEETS ME OR KNOWS ABOUT METHINKS I RAPED A 3YR OLD AND HATES ME !!!. Because of how the **GOVERNMENT, MEDIA AND LAW ENFORCEMENT puts out VAGUE AND MISLEADING INFORMATION !! AND FLAT OUT LIES ABOUT MOST OF IT !!!. I have BAD PTSD (CTSD) I eat several Medication a day for Stress and Anxiety, My Awesome Wife(was lucky enough to find a great woman 7 years ago) suffers SO MUCH because of my mental condition !! I rarely even go outside as of late !! I spend DAYS in bed without even getting up to eat !!!!. I’m simply ***OUT OF GAS And can’t fight Florida anymore !! Which is EXACTLY WHAT THEY WANT !! And even though I have a place to move to in Idaho, I don’t have the $10K it will take to Move my junk there from FLORADUH !!!. Anything I leave behind, INCLUDING MY CRAPPY LITTLE HOUSE will be STOLEN AND BURNED DOWN !! How do I know this you ask ?? Because some neighbors have came and TOLD ME RIGHT TO MY FACE !!! But do you think “Law Enforcement” will help me !?!?!?. Your joking right !!!!!!!!?????. I’ve been off paper for 11 years, Clean record before and since this one charge !! Never did anything wrong or illegal growing up ! Was raised with good morals and values !! NEVER had any problem getting girlfriends !! Really was “On Top of my World”. But not now !!! . I’ve MORE THAN paid my Debt to Society !!! The REGISTRY causes more HARM than Good, Actually there is NOTHING GOOD that comes from the Registry !!!!!. It’s DOESN’T STOP ANYONE FROM COMMITING ANOTHER CRIME IF THEY WANTED TO !!!!!. It’s just ANOTHER WAY TO MILK MONEY from The PEOPLE And their to “Proud” to admit it doesn’t work !! The Registry MUST BE ABOLISHED !!!!!!. It’s PUNISHMENT AND ILLEGAL and ANYONE that doesn’t think so, Needs to spend 1 WEEK on it themselves !!!!.

I was being sarcastic with the “Grandpa in a speedo”. Was making a reference to the child porn claim and how odd that is. This guy bragged for years that, that was him on the cover and made a HUGE deal about it. Now all of a sudden he wants more money. It is ALL about getting paid.
I could see it if when he became a certain age and told his parents he did not consent to having his nude body plastered all over the place. But instead he posed again and even praised the album cover. I guess he thought “Hum, my parents only got $100 and I got NOTHING. Time to get paid”.
I hope it goes to jury trial and they deny him or even the judge just dismisses it as a frivolous lawsuit. It has “some” merit, but based on his own admission, it was ok, until he decided it wasn’t. In 1992 I was twelve and I remember this album for its music and not what’s on the cover. Are people offended by the song, “ Smells like Teen Spirit.”? How about Right Said Fred’s, “ I’m to Sexy.” At what rate does being offended stop because it’s destroying our country.

Yes I was 12 in 1992. My parents are 72-73, so you could of been my dad. Having socks that are 40 years old is better than underwear that old. Could you imagine if those tighty whities talked? At least your secrets would be out.

Oh in 1992 my current girlfriend was almost 3; so don’t tell anyone. Today Anne is 33 and an amazing woman in graduate school with triple areas of study; well four if you count me. If it wasn’t for the registry I’d propose in a heartbeat; however I don’t my stigma to affect what she’s worked so hard to accomplish. Hopefully better days are in store for all registrants, families, and supporters.
I saw that as well. Beyond my initial reaction, I got to wonder that if the album cover is CP, doesn’t that mean then Nirvana, not to mention the people who bought the album should be forced to register?

I just found a 2nd article on this. If the courts rule that it is in fact child pornography, everyone who owns that album better get rid of it. Because if it is ruled that, then all those people could be charged with possession of child porn. Wow, just wow.
Listen I was caught up in a sting operation where they did the old bait and switch Polk county lake county, wasn’t even at the Sting house I was down the road turned around was blocked and By 15 police cars drag me out of my car beat the shit out of me blood all over the place dragged me into the house a block away of course my life‘s been turned upside down, they stole my BMW sold at auction, that’s evidence that’s illegal. Spent 63 days in medical in lake county jail. Bottom line of the story is I had five years probation I’ve done 3 1/2 I’ll pay the lawyer $2500 to get on off early probation everything paid run two businesses first offense denied probation relief. didn’t even give me a chance to talk,lawyer sucked so what do we do I’m suing the hell out of these people the only way you can get things done is to start suing the hell out of these counties for these illegal stings.. that’s all I had to say about that..B.

I have seen people caught in these stings end up getting more time for a internet sting where there was no “Real victim” get more time than someone who actually had physical sex.
So many factors like what police agency, the judge, your lawyer, how much money you have etc. plays into it. We see all the time on the news a murderer gets off because of a technicality or the victims do not testify because they are threatened. If someone with any sex offense gets out of the charges, the state uses every resource to retry them even if they have to “Make” something up.
Personally I am not looking for any appeals or anything, I just want off of this registry for something I did 30 years ago when it did not exist. I had no say in the matter and was “Retroactively” put on it. Heck I am surprised they have not dug up dead people and brought them back to court to add new charges. That would make about as much sense.
In the state of washington, all convicted from sex stings get more time than those who commit the crime, except those who commit the crime who do not know the victim (which is a very small number). This is because if you KNOW the victim, you are eligible for diversion. Those in the stings are not able to know the victim as there is no victim, thus no diversion is available to us. A man who violates his stepdaughter will get a max of 1 year prison time. A man on an adult dating site pulled in through bait and switch will get an average of 6 years.

Nebraska seems more sensible than Washington state. Enticement By Electric Device carries a 0-5 year sentence, $5k, or both. They also can go out on Work Release in Community Custody and allowed to go on off site visits.
I don’t know if that’s still the law, but it was when I was sentenced and I would of heard about it if things change.
