CO: Lawmakers consider changes to juvenile sex offender registry

It’s not often you see prosecutors and public defenders working together on the same team.

But Thursday night, representatives from both groups spoke before state lawmakers in a joint effort to reform the law around Colorado’s juvenile sex offender registry list.

“There are demonstrable…effects for children listed on this public registry right now,” said Amanda Gall, a Sexual Assault Resource Prosecutor at the Colorado District Attorney’s Council.

“This bill strikes a balance between public access and privacy for these children.”

HB-1079 was passed out of the House Judicial Committee Thursday. It calls for several changes, including:

  • Limiting public access to the juvenile sex offender registry
  • Limiting lifetime registration for sexual offenses committed when the offender was a juvenile
  • Giving judges more discretion at the time of sentencing a juvenile to decide whether or not to exempt the offender from the registry, based on an evaluation of the offender and recommendation from the evaluation team
  • If the juvenile offender moves to Colorado from another state, and the juvenile offender is no longer required to register in that prior state, he or she would not have to register in Colorado

      Decent people don’t support Registries. Easy to see.

      Message to Registry Supporters/Terrorists: Sic semper tyrannis. “You think you can be ruthless? Let’s see how you like it when the fighting is brought to you.”

    I was talking with a local pastor who used to be a juvenile probation officer. He said during those times that he was amazed at the youth who would be under his supervision who were on the SO registry. Their actions were considered just ‘playing around’ when we were kids. Today we are willing to destroy a young person’s life over what comes down to ‘peanuts’ in the big scheme of things. Sometimes these events are done approvingly even though participants are underage. It’s crazy out of control.

        I agree Maestro. And, I wonder if sex offender registries, all the latest crazy sex laws, and movements like MeToo are scaring innocent young men away from recreational sex. Is some entity(ies) lobbying extra hard to abolish any sex that doesn’t produce offspring?

    I was 20 years old when I was charged as an adult for a charge from when I was 16. I was thrown to the dogs and took a plea deal. Not knowing that 30 years later at 46 I’d still be dealing with this. I hope they dont make any kid go through what I did. I never imagined as a kid I’d have to expieenece the things I did. I hope they seriously stop destroying lives. You would think this would easily be common sence but yet law makers, and prosecutors still continue to destroy young peoples lives.

      Good Day…

      Wow, because I met a Young Man who was charged with having consensual sex when he was 16yrs old and she 15yrs old and that lasted until he was 19 and her 17 etc…..then at 21yrs old he got slammed….5 years in and 43 years of SO Probation in the State of Florida, Lakeland County!….., Yes, 43 years of sex offender probation in FLORI-DUH!
      His Church turned him in….he is the nicest and most respectful person One would ever meet..but he got screwed!..no pun intended!

    Look I am like this , I believe that if you or I or anyone else for that matter has to register for life then why not the teenager also hey my life got ruined then why not theirs. I’ve been fighting my case for 17 yrs now and I have proof that I was not required to register but South Carolina and Florida says otherwise so why shouldn’t the kids who are doing the same thing I did to get on here be on the registry for life. They are no better than you or I so if they get a break then I or you or whoever else is in our shoes should be given the same opportunity. I’ll tell you this the federal government is the one who is funding the states sex offender list but not one state is “United “ in the laws that pertain to the sex offender registry

      I agree that what they are doing should apply to adults as well. If you read the entire article, every word stated applies to adults, and they are admitting that it is punishment being on the registry. Now for some judges and justices to say that. I hope Florida is listening.
