African-American citizens of Louisiana need to know how Rep. Boyd is representing them
Recently we posted an article describing HB 166 that Representative Delisha Boyd is sponsoring in Louisiana—any person who is convicted of a sex offense as defined in R.S. 15:541 may be considered for a vasectomy.
This bill passed the Louisiana House with 80 yeas and 12 nays. It is now in the Senate.
FAC’s mission deals only with registry matters in Florida, so we will not be doing a Call to Action, but feel that African-American citizens in Louisiana and other parts of the country need to know how she is representing them.
African-American males are disproportionately represented on the sex offense registries, per capita. Rep. Delisha Boyd claims to fight for the rights of African Americans, yet this bill would result in state-sanctioned eugenics to reduce the African-American population in Louisiana.
We are asking that those of you with social media accounts post information about Rep. Boyd’s HB 166. Is this what the African-American population wants? Let’s find out. This information needs to show up in google searches for this representative.
Please post the following:

A forced vasectomy for someone not on sanctions seems to be a violation of your constitutional rights? And do not even get me started on them saying nothing they do is punishment because they say so.
[Moderator’s note: The topic is a bill that proposes vasectomy as a “penalty” for a conviction].
As a punishment, this bill, sponsored by Representative Delisha Boyd (D-New Orleans), violates the United Nations Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, as it is a form of forced mutilation. Even worse, Delisha Boyd’s bill will severely and disproportionately result in the state-sanctioned sterilization of African-American men. It’s truly shocking that an African-American women elected to represent a highly African-American district in the Louisiana Legislature would propose such a bill.
Delisha Boyd claims to fight for the rights of her African-American constituents when in fact she is pushing for laws that would result in state-sponsored eugenics. It’s truly shocking that Delisha Boyd would propose such a bill in 2024. Shame on Delisha Boyd. She is the very definition of a wolf in sheep’s clothing.
It is extremely unlikely Boyd’s proposal would survive minimal scrutiny, let alone constitutional. She’s just another [moderated] trying to make a name for herself.
