Florida lawmakers pushing for FDLE to make convicted animal abuser registry

It’s meant to keep pets away from convicted animal abusers in the Sunshine State.

If it’s passed, new legislation would require the Florida Department of Law Enforcement to create and maintain a public registry of felony animal abusers by the start of 2018, similar to the sex offender registry currently maintained by FDLE.

The goal of House Bill 871 – filed by Hernando County Republican Blaise Ingoglia and Broward County Democrat Jared Moskowitz on Friday afternoon – is to have pet stores, humane societies, breeders and others who deal with pets on a regular basis check that list to make sure they don’t sell or adopt pets to anyone on it.

“Studies have shown that there’s a correlation between people who abuse animals and child abuse, sexual abuse [and] spousal abuse,” Moskowitz noted.

Those convicted once would stay on the list for two years and then have their name removed unless they’re convicted again for felony animal abuse during that time. In that case, they stay on the list for five years and would still be eligible to have their name removed from the registry if there are no more similar convictions during that time.

Pet dealers would face misdemeanor charges for any violations of this proposed law and could be subject to a minimum of three days in jail and a $2,500 fine if they commit up to three violations.

Mike Merrill – the founder of Florida Urgent Rescue – likes the idea.

“We need to make sure people who abuse animals are prevented from ever buying or adopted an animal ever again,” Merrill added.

A companion bill has not been filed so far in the Florida Senate for this year’s session, but a similar one was filed there in 2012.

    Perfect example of a total idiotic politician statement; direct correlation between abusers of animals and abusers of children. Unbelievable and totally false! So maybe the folks down the street with the 10 cats roaming wild may be child predators too? We need a National Registry of bad politicians that abuse taxpayer dollars and introduce frivolous Bills! JEV

    2 years, huh? Yes, a stronghold to control any situation appears to be the answer and usually comes with good intention. What a great concept; giving that labeled individual hope in that just two years, they will be able to get off the registry, but 20+ years later, many have believed the same political lie and have been hanging onto a hope where one day they too will come off the registry because politicians listen to lies and are too afraid to stand up for what is right and just.

    There will be no second chance in life, only labels and condemnation from others.

    Until there are no lists and unconstintional post sentcing price club members i think this is great! we need losts more unconstional lists. there are only a few issues with this new proposed list i see not on it long enough, they should not be able to live anywhere close to where pets are sold, parks that pets go to, vets office, or anywhere else pets can go! also need all there vehicle info, and electronic info.

    Is that statement based in fact? Or are they using the public’s fear to equate animal abusers with RSOs so the public will “get on board”? Does anyone know?
