CALL TO ACTION: Oppose Revisions to International Megan’s Law

Members and fellow advocates across the country. We MUST call the Members of the House Foreign Affairs Committee NOW and tell them to OPPOSE proposed changes to International Megan’s Law!!! Better yet, they should get rid of that do nothing legislation altogether.

A markup will take place this Tuesday in the House Foreign Affairs Committee. Section 201 of H.R 6552 (new bill number) will extend the life of the International Megan’s Law, which has stopped Americans from going pretty much everywhere in the world except part of Western Europe, for another five years. The bill will also do three more things:

  1. It will amend the IML to go beyond warning of anticipated foreign travel by sending notifications and adding ‘unique identifiers’ on the passports of US citizens already present overseas, no matter what the effects of doing so may be to them and their families there or back in the USA.
  2. It will establish a list of both Americans and non-Americans with convictions that will be circulated to many countries around the world. The bill does not specify what will be done with that list.
  3. It will enhance the attempt by the new SORNA regulations to create a de facto federal registry inasmuch as the IML will be enforced against individuals no matter where they are simply because they might one day return to a state where they would need to register.

I didn’t know the IML had an expiration date. When you say that this rework of the statute would “extend” the law another five years, do you mean that unless they re-extend it now it will automatically expire? And, does this mean they have to re-extend it after another five years? Thank you.

Genuinely the worst feeling right now after reading this. How are we supposed to live like this. I struggle with how to even text anymore.

I am not having any luck with this. They will not let you email them unless you live in their district.

NOTE: In such lawmakers, I always enter the lawmaker’s local office address and zip code. Then I place my own home address in the email message itself, just below my name/signature at the end of my message.

      Sometimes I explain that
I had to use their local office address in order to contact them. Sometimes I don’t.

These lawmakers are making decisions about YOUR LIFE – you have every right to contact them!

I wish I could pay all of them a personal visit as a representative of the registrant community and myself. Love to see them collapse when they just had a conversation with a registrant.

    Now I’m doom and gloom
    And I don’t travel
Internationally. Heck this committee members have more important issues than Rep. Smiths IML. Has IML protected a kid, my hunch says no.

The Reps seem to forget that this is committee work to which they are working for the country, not just their districts; therefore, they have an obligation to listen and respond to you as a citizen of this country.

Don’t forget *67 to block your number if you don’t want it seen on caller ID in their office. Voicemails are recorded and noted when conveyed to the Rep so you can call anonymously.

    Subject:
STRONGLY OPPOSE IML (International Megans Law) EXTENSION Section 201 HR 6552

    Body:
    Good Day Representative,

This notice is to inform you that as a representative of multiple groups fighting for Constitutional Laws, and on behalf of roughly 1 Millions US citizens that have been forcibly place, without a judge’s discretion, on the Sex Offender Registry, we STRONGLY oppose a further extension of International Megans Law, referred to as IML.

This law was created based on zero research or empirical evidence.

What IML does is prevent law-abiding US citizens that have paid their dues to society from traveling freely. People who abide by IML are stopped and turned away at the destination country, without any reason, other than IML. These people who are on vacation or visiting their spouses or family members overseas have their Basic Human Rights violated regularly due to IML.

Before extending IML, and wasting further taxpayer dollars, we the Taxpayers demand an in-depth study showing irrefutable proof that such a law is absolutely necessary.

This just comes down to common sense. If you’re going to vote to destroy a stigmatized class of citizens’ rights to travel, then at least show Emperical Proof that it is absolutely necessary.

This is how Laws should always be formed: based on science and numbers, not ‘feel good ideas’ that actually cause more harm than good.

    Best Regards,

Thanks for posting this. I used your language as a baseline and added on my personal experience of being turned away when vacationing.

Gini and I stuffed 50 envelopes to be sent to DC, thankfully I had a couple of books of stamps to do this. I also plan on sending emails.

Many thanks for all of your efforts. I emailed FAC, NARSOL, ACSOL and advised them that they should likely bring this further to their members’ Attention so more people could at least email these representatives.

“It will enhance the attempt by the new SORNA regulations to create a de facto federal registry inasmuch as the IML will be enforced against individuals no matter where they are simply because they might one day return to a state where they would need to register.”

I’ve read the bill. It does not apply to those who live in a state in the United States who no longer has to register, who has no intention of moving oversees. This mainly affects those living internationally, who may one day move back to the United States, because they would be require to register in the state they go to, especially if they were already required to. In the “governments eyes”, people are evading registration by moving internationally, which we know is not the case.

Hi all, yes this is a serious issue that affects me personally. I am very discouraged and not sure our united efforts of mass communication directly to those with the power, will actually have the effect we so desire. Is there any empirical evidence on this (mass communication with legislators)? I am not trying to advance a defeatist position, just leaning on reality. Ciao : )

I sent emails to all of them except Reps Lieu, Costa, Titus, Zeldin, Wilson, Sires and McCaul which either got rejected or said “to better serve you please email me from my website”. So it figures they are trying to screen only constituents, even though it’s an issues that probably affects thousands of us. Including me. If anyone has the emails to these Reps I’ll try resending them.

They will never be happy until the “end”. In court they will say “We had the right!” but it will not help.
