98% of persons required to register as sex offenders found to be compliant! (AGAIN?)
Wait… didn’t we post this story a few days ago? Multi-agency operation, silly name, ominous headline… but no, that was Las Vegas, Nevada and this is Bend, Oregon…
Whatever, it’s all the same old story anyhow… This time “‘Operation High Desert’: Federal marshals lead Bend-area sex offender sweep”. According to this article; “a coordinated sweep by the U.S. Marshals Service, the Bend Police Department, the Deschutes County Sheriff’s Office, Oregon State Police, the Deschutes County District Attorney’s Office and the Deschutes County Probation and Parole Office sent a strong message to sex offenders in Deschutes County: Comply with all sex offender laws and registration requirements.”
This time, the 3-day, 6-agency “operation” did compliance checks on 394 persons required to register as sex offenders and made eleven (11) arrests. Yes, only eleven. So 2.7% of the suspects targeted in the investigation were arrested, while 97.3% were not. And it’s not like eleven missing children were found or eleven sex trafficking cases solved. it’s eleven technical registration violations. Certainly if these had been new sex crimes the article would have mentioned that, but it didn’t. Show me any other “operation” involving federal, state and local law enforcement agencies over a three-day period that only resulted in 2.7% arrested and I’d call it a huge waste of time and money.
The only “strong message” these stories send is that the overwhelming majority of persons required to register are consistently compliant and the public money would be better served with law enforcement investigating real crimes.
The sex offender registration scheme is simply a feel-good public relations effort and neither genuine law enforcement nor an efficient use of precious public resources.
Law enforcement is a public bureaucratic entity and like all bureaucratic entities, size determines how many management positions there are. A person I know well retired from the county sheriff’s department many years ago now. They had a sheriff, two lieutenants, and the rest were deputies. They probably employed 200 people tops and were 100% financed by the county.
The county is now 50% more populated but the sheriff’s department is 300% larger. They have boats, military equipment, 1 sheriff, 1 chief deputy, 4 commanders, 3 colonels, 2 majors, 2 captains, and so many LT’s they don’t even list them. They have individual units for a SWAT, Gang, Dive, K9, Cold Case, Patrol, Investigations, warrants, narcotics, traffic, domestic, communications, and evidence. And to top it all off, just read in the paper this morning that all those people and departments, they only solve 1 out of 3 crimes.
These operations do nothing more than sustain the bureaucracy so all this can exist and at the end of the day, these people can retire on 80% pay after 20-30 years of service.
Wow, one third of crimes solved! With all those employees spending their time not solving crime, who is left to prevent crime? All the incentives for police and prosecutors are backwards. Budgets are increased when the crime rate goes up.

It is supposedly NOT punishment, not punitive, and not a burden? How many other ex-offenders have cops randomly show up at their doors to terrorize them and their families without a warrant and face arrests? And these are people who have finished their sentences, some decades ago.
They are so desperate to get us all back in the system and ruin our chances of any hope of getting off the registry, that they will do whatever it takes. Lie, set us up, bare false witness, go in for a low blow. “He you didn’t mow your law in violation of city ordinance, off you go pal”.
I have said this numerous times but bares repeating. The time, manpower, money, resources etc they expend on comliance of registered citzens, could probably solve 55% of the unsolved crimes in the U.S. The programs they have to catch us in a non crime, crime (For anyone else) compares to military operations to spy on the Taliban.
“Hey Billy do you want to grow up to be a doctor and cure cancer?”. “No Dad, I want to be on the sex offender task force and harass people and their families just for the fun of it”.
The Local Deputies went to my Landlords house, he said they ask him, “How can you let a Sex offender live in your property?” Who here is the Crazy and Sick?

WOW, just wow. That is harassment. Unless you are under mandated notifications, not sure how they can get away with that. Having said that, things happening similar to that is what caused me to move out of Seminole county. I have County, city and even state (FDLE agents) doing compliance checks on me at least once a week. And that was in addition to the probation officer coming by usually when I was at work.
As soon as I got off probation I moved. Just a shame we are harassed into moving.
When they made a sweep like that in this county , the 6 officers and investigators that came by ask if they could come in . I said ok so they spent about an hour here looking through stuff and asking questions . I told them in no uncertain terms that I was very upset to see such a waist of my tax money and that I would file a complaint , which I did . They didn’t disagree with my comment. . That was about 2 yrs ago. Never heard back. That was a week long sweep that came up with 6 technical violations.

Were you on probation at the time of the sweep? Otherwise they had no legal grounds to enter your dweling. The officer who comes by once a year here just asks If I have any problems, concerns or any questions and tells me to remember to register. Then I do not see him again for another year.
He is nice but at the last second tries to scare me by saying ” They are really cracking down so watch your ass”.

No I was not on probation, this was a special sweep done in addition to the yearly visit done by the one or two officers that come by for verification checks. I know I didn’t have to let them in but didn’t see any reason not to as long as they were polite . Thought about offering them a coke or a beer as I would other visitors, but they probably would take it wrong. So I didn’t.

I realize you are 100% correct , even though I had there every move on camera with a notification to that effect at the front door. Fortunately things worked out alright.
Unless they have a signed search warrant, Never allow police into your dwelling no matter what. That’s the best policy ever. They can turn anything around on you in a heart beat. Anything the see or find in your house can be used against you once you give them permission to enter your dwelling and for the most part the same thing goes for you yard. Hypothetically speaking, Let’s say you forgot to register a motorcycle, boat, jet skis etc that belongs to a friend or family member and its inside your shed/garage on you property. They find it and can arrest you for failure to register (the vehicle on your registry). Innocently, it just slipped your mind because the motorcycle etc doesn’t belong to you. There is all kinds of scenarios that can happen. I never allow police into my house. Their job is to find anything and everything they can to arrest someone. Especially during these compliance checks. I wouldn’t allow them in my house without a search warrant and I definitely wouldn’t allow them to snoop through my belongings without a search warrant. You’re just setting yourself up for failure. Unless you know for a fact that all your i’s are dotted and your t’s are crossed but even then it’s your right to refuse them entry without a search warrant.

Maybe not the same but, I got a shed put in the back yard when I use to own a house. When it was done, had to have the county come out and sign off on the work and approve the permitting. The shed was fine but they found all kinds of other stuff in the back yard they said was out of code or against code and gave me 10 days to have it corrected or I would get a fine.
I fixed everything, then after they left, put it right back the way it was LOL

Their time would be better spent in Portland arresting the vandals that are destroying the city. The Portland emergency response team resigned in its entirety. So here is law enforcement arresting people who are doing no harm to anyone or any business. It’s no wonder that law enforcement is being questioned. Have they totally lost their mind? It’s no wonder that the entire nation is disgusted with government and many of its officials. Even some in law enforcement have had it with politicians.
Let me see if I have this right. It takes a coordinated effort with 6 different agencies to contact 394 registrants, whose addresses are already known because of the registry, to make 11 arrests for technical violations of convoluted and arcane registration requirements? They probably got into interagency squabbles over who got to handcuff the perps.
Is there any way that a FOIA request could uncover the total cost of this operation? There must have been at least a couple dozen officers who could have been employed trying to actually prevent real crime.
These sweeps are simply PR stunts which generate hyperbolic press reports, increase the reported crime rate, create greater fear prompting demands for more draconian measures and larger police budgets, which gives police more time for such sweeps which…..Around and around it goes.

It’s just sad how much money is spent on these operations. It’s even sadder that if you told the public how much was spent they would agree it was justified. It’s coming out of the tax payer dollars and they have no clue.

I have never been in one of these UNTIL today. My doorbell rang and was shocked to see deputies at my door. They yelled “Complaince check” so loud that my neighbor came out and asked what was going on.
Before the law could say anything, I told her I would come over and speak to her later and she went back in the house. I thought for sure they were going to say something to her but they did not. Later I did not lie to her but also did not tell her anything. I just said “They needed to ask me some questions about a crime I knew something about”.

…..first 3 MALE US Marshals asked me thru my screened window to “come out and sign this”….I immediately got on my Smartphone and Told These Knuckleheads that I am calling my attorney….THEY FLED LIKE HELL…..
then 4 FEMALE LOCAL Police Ladies (Personally know all 4) came and Kindly Said that they were putting a signed letter of compliance under my door mat…and then asked “what are you cooking”….this was after my neighbor, a retired cop, chewed all of them out….

Think of all the crimes could be prevented with more officers out on patrol or at least available to handle calls. Instead, they are short handed but fill positions with fake titles like “Captain in charge of sex offender compliance.”
In my area, you could be getting stabbed and call 9-11 and they answer ” 9-11——-Hold please”. Then when they come back on the phone and with your last breath tell them you are dying, they say “Sir, there are 71 other calls ahead of you so it will be about 4 hours, you know you can fill a report online right?”.
Here is another problem with law enforcement (I use to work law enforcement so this is 100% true). A call goes out of a major situation. Officers come from miles away to back up their brothers and sisters. After 50 officers show up, they just stand around gawking. Dispatch will call one of them for a call, and they will say they are 10-7 or out of service.
Meanwhile you sit at home waiting for help. I mean yeah if you are being actively stabbed, someone has to go, but if you just got robbed and the guy got away, you won’t get any help many times.
It is the same with the Florida highway patrol. I recently waited 5 hours for one to come. He was nice but told me he was the only trooper available and he was covering a 200 sq mile area. He had come all the way from Sebring to respond to me near Disney. That is 70 miles

You ought to do what you feel is best and I’m not judging, but I always try to avoid misleading anyone like that. If people ever ask me, I either tell them to mind their own business or tell the truth, depending on how I feel. I also take the opportunity to explain why the Hit Lists are for dumb, hateful people. But besides that, I don’t have any obligation or responsibility to explain anything about why I am listed on the Hit Lists or certainly anything that I am doing today or might in the future. I never discuss what crime I did or didn’t do. I never discuss why I am “safe” to be around today. That is a result of the Hit Lists. I’m not going to placate anyone or care how they feel.
Along those lines, I never disclose in advance that I am listed on the Hit Lists unless I care about the person or a future relationship with them. Other than that, people rarely even know that I’m listed. I’ve had people temporarily living in parts of my home that didn’t know. One guy who did and later “found out” was really upset about it. I told him if he cared about it why didn’t he check his government list before he moved somewhere? Isn’t that what the helpless people are supposed to do? It’s not my obligation to help them through life. He left and my whole family was happy about it. I was also happy that I found out what he is so I can keep him away from us. I try to keep only good people in my life.
How did I mislead? I said they were discussing a crime with me that I knew about. My Crime that I know about from the past was why there was a compliance check. None of her damn business why they are at my house.
They shouldn’t be there, I shouldn’t be on the registry as it did not exist when I was arrested. And this is 100% proof the registries destroy lives. I do not mind my charges always being on my record, that is for anyone’s crime. But telling people where to come find and kill us knowing we cannot own a gun, is like sitting ducks
And I been on registry since 1997 and no one has sucessful in forcing me to move. Even after being shot at 3 times, have tires slashed, have dookie thrown at my house, have spray paint on driveway. Should I continue? I try to get along with my neighborrs but I can tell you, people are either going to not care or they are going to make it their lifes challenge to make your life Hell
I have a question for Cherokee, or anyone for that matter. Does Florida law require a registrant to answer a compliance check? Or is this just something that LE has decided to do on its own?
LE everywhere loves to push beyond their statutory authority. If legally allowed, declining to participate helps to promote the rule of law. People in authority absolutely hate it when they are confronted with the legal limits of that authority. But it is necessary to an ordered society. Remember, Hitler’s “Brown Shirts” started only as guards for early Nazi party meetings. That may be a hyperbolic comparison, but we must always guard against creeping authoritarianism.

Ed, you are so right about creeping authoritarianism. It makes me think that some of these LEOs were abused/picked on children in school. When a person is given authority who doesn’t know what it’s for or how to us it, we have problems. Thankfully most LEOs do not fall into that category, but the few that do need to be called to accountability.

I think that is what happened to Derek Chauvin. Little picked on man syndrome or something. I knew (Not associated with) a lot of cops who only became cops to have power. No they didn’t tell me that, it was a no brainer by they way they treated the public.
To some of them, there are only two kinds of people. Law enforcement and everybody else. And those everybody else’s were just one stop away from having a record. I hated proactive policing. Why I transfered to homicide. Everyone I dealt with was already dead.
Was odd. I couldn’t deal with the bad cops so transfered to homicide. Then after a while, I couldn’t deal with the depression of so much death. And of course I had to deal with other officers making fun of the drug dealer with the bullet between his eyes. I would say “Have some respect, that was someone’s son, someone’s father etc”.
They always called me a bleeding heart and said I should probably quit and become a minister.
I have a good friend who was a deputy sheriff in the county jail. He told me that after five years as a deputy, he realized that half the people he worked with belonged behind bars so he quit and went on to a more lucrative job.
According to the FAC legal committee, all you have to do is show LE your driver’s license, but that is only if you are NOT on probation. Probation is a whole different story.
If we’re referring to address checks, it makes no difference whether someone’s on probation or not.

When they came to my door, the officer who regularly checks on me was the lead and the other yahoos stood back in the driveway. I was not asked for ID. It was just like my normal check except A) not my normal time for a check and B) instead of one officer, there was 4 total.
I was scared to go out at first thinking I had a warrant with that many officers. They banged on door, rang door bell and yelled “Compliance check” so loud airplanes fell out of the sky. I said to the regular officer “Damn dude, is all that necessary?”
When he is by himself he is a lot cooler, He knows I use to work as a detective. Doesn’t mean we are buddies and go have a beer. Just knows I respect law enforcement and he usually doesn’t bust my balls.

I don’t the answer. I just know when he comes (This time it was a real one and not a regular check up and it was a squad not just him) he usually is nice, doesn’t ask for Id and just asks if I am having any issues. Then gives me the speel about making sure to register when it is time.

A person is NOT required to answer the door for a LEO who is not on supervision. Should the LEO decide to leave some type of correspondence however, according to Florida law, there is a 3 week period in which to contact that LEO.
In my experience, if you don’t answer them with the compliance check they will just keep coming back for like 3 or 4 days in a row If you don’t answer the following 3 or 4 times they could list as absconded and file for an arrest warrant for you. Or they may show up at your work that’s listed on the registry. If they don’t find you there then they will definitely be left with no choice but to list you as absconded. It’s best to answer and only answer questions that pertain to things on your registry.
It is all about JAG FUNDS which ARE Federally Mandated Which Are Passed ANNUALLY into Every State’s Coffers….

If the registry and the other restrictions, are so effective at protecting people from those of us on it, why aren’t there registries for other classes of crimes? I think I know the answer to my own question, but I am wondering if maybe we should reframe our argument.

FAC reported in the past that some murder charges in Florida have a homicide registry. But it is far less extensive than our burden. Not even sure if theirs is made public.
Thank you for that bit of information. I’d like to research that. Daytona just had a officer shot, the prime suspect is a guy with multiple priors, and apparently was “primed” to violence. So I don’t fully understand why those of use are considered far more dangerous. I want to understand the rational better.
There aren’t any intelligent, informed, moral people who are actually serious about public safety or protecting children who think the Hit Lists should exist. There are zero.
So why haven’t the Registry Supporters/Terrorists (RS/Ts) tried to create the rest of their big government Hit Lists? I certainly haven’t tried to study it or really learn, but my feelings are:
There is not enough hate in the general public to support similar, widespread Hit Lists. And certainly not enough hate to support the accompanying banishment, segregation, ostracism, extra punishments, and harassment. So even if they did create Gun Offender Registries, they’d never try to keep shooters from living next door to schools, for example. Nextdoor.com would never banish shooters and everyone who lives with them. That list is obviously very long.
They are afraid of what the people they would target would do. Most would not be as accepting as those listed on the Sex Offense Registries. I’d predict a lot of extra, violent crime.
It may be too many people to attempt to oppress in that manner. America is very good at oppressing and attacking its own citizens and we can attack tens of millions (e.g. “War on Drugs”). But there must be the right PR campaign behind it. I think RS/Ts believe that oppression could not be accomplished very well and it might jeopardize their favorite Hit Lists. They just don’t have enough hate to manage it.

Just FYI, the text after “but my feelings are:” was posted as a numbered list of 4 items, with a blank line between each. Much easier to read. Each paragraph was a numbered item. When I clicked the “Submit Comment” button, the formatting changed.
As long as computers have been around it is crazy that they still are so annoying to use! If I have something displayed in a Text Box and click “Submit”, then just make it look like it did in the Text Box!! Remember how long ago WYSIWYG was touted as such a big deal and how awesome it is (1978ish)? That still only works about 80% of the time. Obviously there are hundreds of thousands of people creating software and doing their own thing, so it’s just going to be a giant mix of good and bad. But, just tired of it. Too many people think they can write software.

Hit List sounds good to me and also moral obligation or are we all in compliant. Talk abouit a breakdown in justice or the spy who love me. Here maharajah will be legal in VA as of the first of July and they might as well outlaw bra’s also or tight fitten jeans.
On a serious note who is doing the illegal behavior with most of these compliant type vain ordeals. Sure protecting and serving are good but inducing and harrassing aren’t. It’s not just politicians that use the registry for economic gain. I was listening to Kim Komando who is the host of a weekly consumer technology call in radio show with more than 400 stations nationwide.
Even she couldn’t help but use the registry for personal gain . In her advertising, for a wi-fi protection agency. She said that ,you noticed there is a sex offender that lives less than 5 miles from you , they may be using your wi-fi in downloading child porn, and you could be arrested and end up on the registry so you need to hire them to protect yourself.
Did it ever occur to her that the person you found listed may be the one that was falsely convicted and put on the registry.
